The latest version works fine. To the extent that I have been able to test it (opening a simple source file, loading and querying it in the Ciao shell) the system works well both under windows 7 and windows vista. Emacs now enters into Ciao mode as expected.
There are a couple of glitches, most probably due to the development status of the version. I attach the file 'environment_ciao.log' in case you want to read the errors printed during installation. The content of the file is identical on both installations.
On the windows 7 machine, three warnings are issued by the Ciao engine when it starts both within EmacsW32 as well as when you start it as a character-based shell:
Warning: cannot create /cygdrive/c/Program Files/CiaoDE/ciao/lib/default_predicates.itf
Warning: cannot create /cygdrive/c/Program Files/CiaoDE/ciao/lib/dec10_io.itf
Warning: cannot create /cygdrive/c/Program Files/CiaoDE/ciao/lib/iso_byte_char.itf
But otherwise the Prolog engine seems to work fine.
These warnings are absent on the windows vista machine.
Again, thank you very much for your quick fix, much so considering we are in the middle of an August weekend.
