I managed to get the above working by 1. Downloading the source 2. Finding in Attic a file: ciao-mode-init.el.skel 3. Copying that to /usr/lib/ciao/ciao-1.15/ciao-site-file.el
Now running the command: emacs hello.pl loaded ciao-mode and displayed the ciao menus.
This is not very principled and I didn't really know what I was doing. But I hope it helps you to find and fix the problem correctly in the RPM

Thanks John! Effectively the 'ciao-site-file.el' file should be there after RPM installation. We will make available RPMs with the fix very shortly (hopefully this morning).
